MARSHALL, JOHN D. (14 Mar. 1885-17 May 1961), city councilman for 12 years and, as president of council, mayor of Cleveland under the CITY MANAGER PLAN (1925-33), was born in Bucyrus, Ohio, to Daniel and Mary Gerster Marshall. He received an A.B. degree from Ohio Wesleyan University and an LL.B. degree from Western Reserve University in 1914. Marshall became assistant law director of the city in 1917 and 3 years later was appointed commissioner of franchises. He was elected to city council as a Republican in 1921. As president of council, he succeeded CLAYTON TOWNES as mayor in 1925 and remained until 1933, when the City Manager Plan was abolished. At that time, he retired from politics, resuming his law practice and serving as secretary of the Ohio Brewers Assoc. Marshall married Susan Ridell (d.1944) on 17 Nov. 1917. The had a daughter, Susan Marshall McDonald. Marshall died in Cleveland. He was survived by his second wife, Irene Morash, whom he married on 26 Oct. 1945.
